As adoption accelerates, leaders are confronting a common set of pressures: uneven educator readiness, fragmented decision-making structures, and growing concern that technological deployment may outpace instructional purpose.

This moment reflects a broader convergence across regions. While contexts differ, education systems are grappling with similar questions about how AI fits within curriculum, assessment, and pedagogy. The risk is not simply uneven access to tools, but misalignment between innovation and learning goals. When AI is introduced without a clear instructional intent or system coordination, it can increase efficiency while leaving learning quality unchanged or, in some cases, weakening it.

A recent strategic analysis in the HP Futures 2025 Digital Report underscores the importance of system design over tool selection. Rather than pursuing universal solutions, global education leaders are increasingly focused on principles that cut across contexts: centering teachers as integrators of change, embedding AI into curriculum and assessment with intention, and establishing governance frameworks that balance innovation with trust, equity, and long-term learning outcomes. These priorities reflect a recognition that AI’s educational value depends on the choices systems make about how it is used, evaluated, and scaled.

The next decade will be shaped less by the availability of AI technologies than by the decisions education systems make now. Whether AI strengthens learning or fragments it will hinge on instructional clarity, professional capacity, and coherent governance. To explore which choices matter most, and how systems can move from experimentation to durable implementation, we spoke with Dr. Tahani I. Aldosemani, who advises education leaders across multiple regions on aligning AI adoption with sound instructional design and long-term educational goals.

Dr. Tahani I. Aldosemani is an expert in educational technology and currently serves as the director for Cultural Higher Education at the Ministry of Culture in Saudi Arabia. She was a former programme director for skills and lifelong learning at the Education and Training Commission. She was also a professor of educational technology at Prince Sattam bin Abdulaziz University and was a Council Member of the University. Her previous roles include vice dean of information technology and distance education at the same university and a consultancy position for the Saudi Arabian Minister of Education, focusing on e-learning and international co-operation. She also served as co-chair for the G20 2020 Education group.

Dr. Tahani earned her PhD in educational technology and a diploma in curriculum and instruction from the University of Wyoming. She is a member of the HP Futures Council serving in the AI & Leadership Council. She is a certified professional in talent development from the Association of Talent Development, an alumna of the MIT digital transformation program, and holds a certificate in online learning global leadership from the Online Learning Consortium.

Dr. Tahani has received several international awards and recognitions in educational research and has many publications in educational technology and digital transformation in education. She led many successful initiatives in education, presented at different conferences, seminars, and workshops.

Why System-Level Decisions Matter More Than Tools

Whether AI improves learning outcomes over the next decade will depend on the system-level choices education leaders make now. Dr. Tahani I. Aldosemani emphasizes that technology alone does not drive improvement. “AI will improve learning outcomes only if education systems make deliberate, values-driven decisions that prioritize pedagogy over productivity,” she explains. In practice, this means shifting attention away from what AI can automate and toward what learning problems are worth solving.

The starting point, in this view, is instructional purpose. Rather than introducing AI broadly, systems must identify specific challenges where it can add value. Dr. Aldosemani points to areas such as “feedback quality, differentiation, formative assessment” as examples of instructional problems that merit careful experimentation. AI, she shares, should be piloted within clear guardrails and expanded only when there is evidence that it improves learning and inclusion, not simply efficiency.

This approach reflects a backward design mindset drawn from instructional design. “From an instructional design perspective, AI improves learning only when systems design backward from desired learning outcomes rather than forward from technological capability,” Dr. Aldosemani says. That process requires clarity about what students should “understand, do, and transfer,” and disciplined decisions about where AI meaningfully strengthens those outcomes. Used selectively, AI can support learning through improved feedback loops, adaptive practice, and formative assessment, but it cannot substitute for instructional intent.

Dr. Aldosemani cautions that without this discipline, AI risks reinforcing shallow forms of learning. Systems that deploy AI primarily to accelerate content delivery or automate administrative tasks may gain efficiency while eroding cognitive demand. To avoid that outcome, she says, education systems must invest in “curriculum coherence, teacher learning, and iterative evaluation,” ensuring that AI supports scaffolding, mastery progression, and sustained understanding rather than speed alone.

These system-level investments are not quick fixes. They require alignment across curriculum, assessment, and pedagogy, as well as ongoing evaluation of how AI affects classroom practice. When systems treat AI as a component of instructional design rather than an overlay, the likelihood of improved learning outcomes increases. This framing also sets the stage for a more central question: if pedagogy comes first, how can teachers lead AI use in ways that strengthen, rather than dilute, their role in the classroom?

Teachers must serve as Instructional Leaders in AI-Enabled Classrooms

If system-level decisions set the direction for AI adoption, teachers determine how those decisions play out in practice. Dr. Aldosemani stresses that effective use of AI in classrooms depends on reinforcing, rather than displacing, professional judgment.

“Teachers lead most effectively when AI is embedded as an instructional design partner that supports planning, differentiation, and assessment—while teachers retain full pedagogical control,” she explains.

In this framing, AI functions as a support for core teaching work, not a substitute for it. Dr. Aldosemani describes concrete ways educators are already using AI to strengthen instruction, including designing “multiple representations of concepts,” anticipating common misconceptions, generating formative checks, and personalizing feedback aligned to learning objectives. When used in these ways, AI extends teachers’ capacity to respond to student needs without altering who makes instructional decisions.

This approach reframes concerns about automation. Rather than reducing teachers’ roles, AI can elevate them by shifting focus toward higher-order instructional design. Dr. Aldosemani notes that when AI is positioned as a planning and reflection tool, it “strengthens teachers’ role as learning architects and decision-makers rather than diminishing professional expertise.” That distinction is critical in systems where educator trust and professional identity influence adoption.

However, realizing this potential requires investment in teacher learning that goes beyond tool training. Dr. Aldosemani points to a broader gap in instructional design literacy, arguing that many educators and leaders lack structured support to evaluate AI through the lens of learning science. Without that foundation, even well-intentioned tools can be applied in ways that weaken pedagogy or lower cognitive rigor.

Embedding AI into teaching practice, therefore, depends on sustained professional learning tied to curriculum and assessment, not episodic exposure to new technologies. When teachers are supported to understand why and when AI supports learning, they are better positioned to integrate it thoughtfully. This reinforces a broader principle emerging across systems: durable AI adoption rests on strengthening human expertise rather than bypassing it. That insight also carries implications for governance, particularly how systems set boundaries that protect instructional purpose as AI use expands.

Governing AI for Trust, Equity, and Instructional Integrity

As AI use expands within education systems, governance becomes the mechanism for protecting instructional intent at scale. Dr. Aldosemani argues that credible governance frameworks must extend beyond technical compliance to address how AI interacts with learning itself. “A credible governance framework must be grounded in learning science and instructional intent,” she says. Without this grounding, policies risk managing risk without safeguarding educational quality.

Privacy and transparency remain necessary, but they are insufficient on their own. Dr. Aldosemani stresses that governance must also require “alignment to curriculum standards, evidence of learning impact, and safeguards against lowering cognitive rigor.” These elements ensure that AI tools are evaluated not only on how they function, but on whether they support meaningful learning. In systems where tools are adopted without such criteria, AI can unintentionally narrow learning goals or reduce opportunities for deep engagement.

Human oversight is a central component of this framework. “Governance should mandate human-in-the-loop instructional decision-making,” Dr. Aldosemani says, emphasizing that educators must retain authority over how AI is used in classrooms. This principle recognizes that instructional judgment cannot be automated without consequence. AI may inform decisions, but it should not determine them.

Equity considerations further shape governance choices. Dr. Aldosemani highlights the importance of bias and accessibility audits, noting that AI systems can reproduce existing inequities if left unchecked. Clear guidance on appropriate use “by age, subject, and learning goal” helps ensure that tools are deployed in ways that reflect developmental needs and curricular intent rather than convenience or novelty.

Taken together, these governance measures serve a strategic purpose. They create shared expectations across institutions, vendors, and educators, reducing fragmentation as adoption scales. By anchoring governance in instructional integrity, systems can move beyond reactive oversight toward proactive design. This foundation also informs where AI should and should not be used within curriculum and assessment, a distinction that becomes increasingly important as tools grow more capable and pervasive.

Curriculum, Assessment, and Measuring What Matters

Decisions about where AI belongs in education ultimately converge in curriculum and assessment. Dr. Aldosemani argues that clarity in this area is essential to preserving learning quality as AI capabilities expand. “AI belongs in the curriculum where it enhances sense-making, feedback, iteration, and reflection—core principles of effective instructional design,” she explains. In these contexts, AI can deepen understanding by supporting students as they refine ideas, test reasoning, and respond to feedback.

At the same time, Dr. Aldosemani draws clear boundaries around where AI use risks undermining learning. “It does not belong where it replaces productive struggle, practice, or demonstration of independent understanding,” she states. Without such distinctions, systems risk eroding the very competencies education is meant to develop. This tension is especially visible in assessment, where the line between support and substitution must be carefully managed.

To address this, Dr. Aldosemani emphasizes the need to differentiate between learning and evaluation. Education systems, she posits, should “clearly distinguish between learning-with-AI and learning-to-be-assessed-without-AI.” This distinction allows students to use AI as a tool for exploration and growth while preserving assessment spaces that measure reasoning, conceptual understanding, and transfer. Central to this approach is defining what she calls “non-delegable” learning: the knowledge and skills students must demonstrate independently.

Measuring whether AI strengthens or fragments education systems also requires more precise indicators than adoption rates or usage metrics. Dr. Aldosemani urges leaders to focus on instructional quality. “Leaders should track indicators tied to instructional quality, not just technology use,” she explains. These include alignment between AI tools and learning objectives, improvements in formative assessment and feedback, teacher capacity to design AI-enhanced instruction, student cognitive engagement, and coherence across curriculum, assessment, and pedagogy.

She suggests we return to a foundational concern: the human capacity guiding AI use. She points to a persistent gap in instructional design literacy across education systems, warning that “without it, even powerful AI tools risk amplifying weak pedagogy.”

Addressing this gap, she states, should be a priority for both system leaders and technology providers. “The long-term impact of AI in education will be determined less by innovation speed and more by the quality of instructional choices guiding its use.”

Ultimately, AI’s role in education will be shaped by deliberate design rather than technical possibility. When curriculum, assessment, governance, and professional learning are aligned, AI can support deeper understanding and more equitable outcomes. When those elements drift out of sync, even advanced tools are unlikely to improve learning in meaningful or lasting ways.
